The California Department of Corrections and Rehabilitation (CDRC) has been grappling with a severe overcrowding crisis, with facilities across the state operating at or exceeding capacity. As of 2022, the CDRC reported approximately 117,600 inmates housed in its prisons, nearly 10,000 more than it was designed to hold. CDRC officials attribute part of the overcrowding crisis to the state's strict three-strikes law, which has led to an increase in the number of long-term inmates.
